I think with 30 man squads it will happen regularly with teams saving
their best players for the closer games.
That's not the same as throwing games though. The cleverer teams will
already have a squad of 30 who have experienced playing at
international level. At some time you are going to have replace
somebody who has been injured or rest one or more of your first pick
players.
It's the best squad that wins such tournaments, not the best side.
