Hate to burst your little conspiracy bubble, but deliberately losing means you'll come second in your pool, and hence face a tougher 1/4 final.
If you come second in your pool you will reach the 1/4 finals. For the lesser teams that could be the best they can expect. The money the team will get will be more for just reaching the 1/4 finals even if they get knocked out at that stage.
I would say that Scotland will probably play a 2nd 15 against ABs to lessen the chances of injuries so that their best team will be available Italy the next game. The winner of which will probably go thru to the 1/4 finals.
If you want be a world champion, it is much easier to simply win all your
games.
Some teams will never be world champions so why not go as far as you can.
