Uh, words fail me. For a start this measuring stick is hard to deploy
accurately because of the angle and the difficulty of reading the
measurement, way down in the bowels of the boat. And secondly - 70mm?
They're havin' a laff. We've mandated 50mm in our recently-issued
Safety Briefing card, and I personally think that's too long.

The 50mm vs whatever I agree with.
Otherwise, don't agree. Fingers are one of the most sensitive parts of
the body and lining up a cocked thumb with the bottom of the shoe and
pressing it into the index finger will tell you if it's above or below
the mark on the finger.
