These calls are sometimes extremely offensive as well as mindlessly arrogant.
This, I'm told, is pretty normal debt-collector behaviour; my wife works at one of the advice organisations and Intrum Justicia are just one of many doing the same thing. I understand that the people who work in the call centres are often paid on "results" and, as with many sales organisations, not too fussed about the methods they use to get them. Not nice people at all.
They can be reported to the Office of Fair Trading if they fail to adhere to the OFT's code of practice (by, for example, "ignoring and/or disregarding claims that debts have been settled, or are disputed, and continuing to make unjustified demands for payment"). The OFT's web site has guidance on "what to do about harrassment" and they have a special team to which unfair methods of debt collecting can be reported.

Taking up such matters with such as the OFT, although "the right thing to do", is a process designed to achieve minimal results at glacial pace. In something like this there are 2 separate but parallel issues - the personal interest, & the public interest. If enough will work in concert, the public interest may eventually be served but many individuals will remain oppressed with no resolution or compensation. After all, firms like this lot are used to working with such as the OFT & the relationship gets too cosy. If you can see a way to resolve your own problem, the other pressures of life dictate that as the only logical course. If at the same time you can open a few doors for the rest, that's a bonus.
Yesterday I brought matters to a head. Using a contact number given to me, I got hold of a human being at IJ. We ended up having 2 conversations which were most revealing & far more revealing than they had intended them to be. I learned, inter alia, that after the first bout of 'phone harassment I suffered earlier this year, which resulted in my reporting the matter to the local police, IJ called off their dogs & referred the matter back to Paypal. It was Paypal who subsequently directed them to re-commence their attack against me.
I think that tells us all we ever needed to know about this process. The victimisation of innocent non-users of Paypal whose IDs have been stolen is _no_ accident. It is a considered, deliberate & aggressive Paypal policy, conducted in defiance of evidence & regardless of injury.
I also learned a whole lot more. Yesterday I had 3 nuisance calls from IJ. It was after those first 2 that I made my first call, at the end of which i received an absolute promise that no further calls would be made. 2 hours later it started all over again! So I called straight back to the person I'd spoken to previously. That's when the excuses started. When I ridiculed these, the lady got rattled & started to "advise" me as to what IJ could legally do. I asked if she was legally qualified. She was not. So I told her she could not give legal advice. She got more rattled & ever more ratty. All sorts of interesting information spilled out in the process. It was the first bit of fun I've had out of them, & long overdue.

I don't think they'll be troubling me again. I certainly don't need it. Maybe even Paypal no longer needs it, but I'm not holding my breath on that score. Nor do I expect I'll get any apology from the chiseling little crooks at Paypal, who started & then re-started all this harassment if me & are still inflicting it upon maybe thousands of other innocent people. But I do hope I don't have to write any further on this topic. Others may feel similarly ;)
