Peter you raise a tricky one here.

My club has a rule whereby juniors only go out when there are other people
at the club. We could imagine the consequences (and me especially as a
director of said club) if one went out on his own unsupervised and drowned.
We count anyone under 18 as a junior.

Yet the law would allow a 17 year old (and younger in some countries) out,
completely unsupervised, in another mode of transport (with a much higher
accident rate) weighing half a tonne perhaps and carrying four passengers at
up to 70 mph (110kph). If anything, in rowing we err on the side of caution.
