This goes back deep into the history and culture of rowing.

I am unaware why that might be thought to be any more the case in rowing than elsewhere.

I wonder if this comes from the day when boats were of wood
and to set up manufacture of a hull design was not as simple
as making a mold of an existing boat.

That tends to make all makes of boats different, since each maker had their own preferences & worked also to incorporate the suggestions of their clients.

Thames borrow heavily from each others' designs in
construction of the early racing shells?

No, I don't think so. And in accessories the trend for development is marked by a string of patent applications, particularly by the US inventor, Davis, who introduced & marketed a string of radical ideas which left their mark on the sport.

Put it another way: time was when every tailor copied (or not) the products of the leaders of their trade. But now some worthless, mass-produced gew-gaw such as a bangle or a T-shirt becomes both protected against replication by the full force of criminal law if it carries a so-called "Designer" label. And I would note that, in other fields of boatbuilding, designers zealously protect their intellectual property without interference from those who govern the sport.
