Sure on occasions you'll have bottlenecks and conflicts but surely
turning away a talented or a potentially more talented group is
admitting defeat without even trying.
I can work until people want to go away to regattas and heads, and they don't want to, or can't go to the the same ones (either because the events are too high standard for them, or because they can't get entries for all the crews).
