So hold on a second, either it's "all the way" or "not all the way"

case to rush the recovery for an increase in efficiency during regular

no I make no case that way. I think what's happening is that there
is more friction from a standing boat than from a moving boat due
to surface tension. The standing boat trick that I've done has no
practical application for teaching sculling.
I've long understood that an ideal recovery has a slight acceleration
from release to catch, as long as that acceleration doesn't hamper
catch timing.
