Paul, the ARA Capsize drill is naive, dangerous crap. I think that point has been explained more than adequately already.

As for concerns expressed about catching something nasty when you swim: if the water into which you may fall is unfit for consumption, then best you never row on the stuff. What is to stop some rower who accidentally capsizes from suing their club for not telling them capsizing could be bad for health? Except where there is rank sewage bobbing about (e.g. the Thames Turdway), water quality is a very great deal better in the UK than ever it was in living memory, but neuroses are now that much more severe. It might even be that the need to do their immersion training properly would encourage rowers to take rather more interest in environmental quality issues & support such groups as RATS.
