Five of the justices (Stevens, Kennedy, Souter, Ginsberg, Thomas) who
formed the majority opinion are still on the court, so there's little
chance of this changing any time soon sort of a Constitutional
amendment, and that's about as likely as the amendment requested by
Charles Schumer's daughter to legalize Napster.

On one hand I can see it being unconstitutional, but on the other hand I bet it would trim a lot of budget fat.
