I have a friend who went to Tulane for a year and a half (she didn't go
this semester because she's headed to Paris to study abroad in 2
weeks). She said that if what she's hearing and seeing about what areas
are flooded and what areas aren't, those multi-million dollar houses on
St. Charles are going to be EMPTY. Looters are going to absolutely
clean up unless somebody steps in.
