I think it is an issue of opposing pressures. If you put higher
pressure behind it, the ball gets to 8" and at that point the pressure
equalizes with the outside air beyond the barrel faster, but enough
pressure to keep the ball under pressure for further than that is
usually enough to break the shell.
That's all thought exercise, though -- I don't have anything to back it
up. I think that if you want a barrel that actually accelerates it
beyond 8" you need a stronger projectile, or you will have to stage the
pressures behind the ball, like the supergun projects (that keep adding
gas behind the projectile as it passes through the barrel.)
