Red blood cells are not drugs. When you hear talk about "blood
doping", it means people are injecting red cells to increase
oxygen capacity.

Athletes in endurance sports (cross country skiing, marathon
runners, Tour de France) have been doing it for years. One US
cyclist in the summer olympics withdrew the day before his event
because he was "ill". The IOC tested him and he had a case of
blood poisoning: red cells of a different blood type were put
into his body.

The reason they are catching these people is because the human
body should have only so many red cells per millilitre of blood.
If your number is high, you're cheating. That's what happened
to the Austrians. (Remember the blood bags found in the rooms
at Salt Lake City? The Austrians didn't clean up very well.)

It also brings up the distinction of using someone else's blood cells, which
you might legitimately label as putting foreign substances in your body to
enhance your performance, and the option of having extracted and saved up
your OWN blood cells for a while before the competition and are just
returning them to their rightful location, your own body. I'm not saying I
approve, but it makes an interesting debate topic.
