AFAIK, there's one track in Europe that is carved every Winter out of snow or ice pack. Every other one is a permanent, usually concrete, installation. Massive amounts of ammonia feed huge air conditioning plants to cool the surface, which is sprayed with water a layer at a time. It takes days/weeks to build the ice.
