Dumb question - flag stick

I'm curious what the rules are about leaving the flag stick in and taking
it out (and I guess having the caddy holding it while you putt/chip.)

Can you take it out or leave it in f you are putting/chipping from a spot
not on the green?

Can you leave it in if you are putting from the green?

Has anyone really figured out if it helps or hurts as far as holing out
your shot?

Semi-related question: Is it legal to use any kind of wedge if you are on
the green?
