We have some wildly varying handicaps in our regular foursome. We
played as partners, best ball scramble for years but need something
new. I would like to have the game be fair to all in the group, we
have 5,18,23 and a 30+ handicaps. What would you suggest?

Everyone hits off the tee.
The 2 guys furthest left are paired and the 2 guys furthest right are
paired. They play together until the end of the hole.
Rinse and repeat for the next hole.

I think to make that fair, you'd have to ensure that everyone hits from
the tee in order of increasing handicap.
It would be pretty easy for the low man to increase his odds of success
but letting hit cleanup and to a certain extent being able to pick his
partner...
