It's not even close. It's lack of effort. A rulebook costs a dollar or
two and anyone with access to the internet can read all the Rules for
free at www.usga.org.
Even a reasonable non-expert understanding of the ROG takes at least some
effort, and most golfers are just too lazy. It's unfortunate, but there it
is.
And then there's just downright dishonesty. I played in a tournament (well
ok a 2-man scramble) a couple of years ago and damned if I didn't see a
tee flipping through the air when one of the other guys hit a 3-wood out
of the rough. Those guys had no chance even with all the cheating, so I
didn't bother making a stink about it.
