And get them in the habit of keeping SOME score, and tracking
improvement in some sense. Also get them in the habit of doing
proper "drops" and determining the NPR, understanding
concepts of "through the green" and hazards and such (since
they'd be getting some sort of relief from all this stuff).

If you are at the level where you need these 'rules' I'm not sure that
you need to be taking much notice of scores anyway. Where I learned to
play, generally you'd play along with a more experienced player who
would give you a gentle introduction to the rules and ettiquette (#1 -
keep a decent pace of play!). You didn't keep score, just dropped
another ball if you lost one, moved your ball if you stuck it somewhere
nasty (even though you weren't scoring, this is where you'd learn how
to take a proper drop) and moved it into a decent lie on the fairway.
You would only take a card out and start recording your score when you
were reasonably competent. Without a card you would still remember the
odd 4 or 5 that you scored, but you didn't have to keep a written
reminder of the 8's and 9's!

Actually, another way I taught a hacker friend of mine to keep score
was sort of a "match play" kinda thing. I've done this myself at some
points when I was struggling. I'd set a target score for each hole.
If I beat that score I "won" the hole. If I did worse than that, I
lost.
If I matched it "we" (the course and I) split the hole. At the end
my score was as much my won and lost as anything else. It helped
me see improvement even when one or two "blow up" holes where the
wheels came off ruined the over all score.

I've read that in Ye Olden Days most golf was played match play
and I suspect it was because it is way too easy for one hole to
ruin a whole round.
