monitoring is happening in the United States. It doesn't
matter where the spy is.

It may not matter to you...but it matters. If you pick up the phone
tonight and call your old friend Iwanna Bjloh Yuup in BumFuck Egypt and
discuss the latest plans for a terror raid "somewhere"...I sure hope
someone is listening besides the 2 wingnuts on either end of the phone.

You (rhetorically speaking) might think it's a violation of your
"rights" (cough), but as soon as you decide to plot against America or
American interests, you give up your rights to The Constitution which
you (again, rhetorically speaking) will then try and drape yourself in
while you are hauled off to a secret prison to have the shit kicked out
of you.
