Not entirely. The elastic portion is, but there is an inelastic
portion that actually consumes energy. (Technically it
actually heats up the ball).

The ball leaves the face faster than the face is moving because
the ball stores a bit of energy (in elastic deformation) and then
releases it which allows it to accelerate off the face. However, the
process of deforming in the first place consumes some energy. I
strongly suspect that much of the improvement in ball technology
lately has been in a much more efficient process of deformation
that consumes less energy.
