Putting speed is one item, but there is another open variant, describing
the "speed" of the green: The rolling drag, influenced by grass
consistence, humidity and grass length. When the drag is low, a putt with a
given speed (Stimpmeter) will roll further. OTOH, you will need less
initial putting speed to arrive at a given length, making the ball roll
slower and longer.

Knowing the initial speed and the drag you can - in theory - calculate the
rolling lenght and the time the roll takes, or vice versa. The Stimpmeter
fixes the initial speed and tells about the drag by reporting the rolling
length. The rolling time is not in the business. Dave's idea is to combine
time and lenght in a table, leaving the initial speed unknown and variable.
This will give a measure of "green speed" with nothing than a stopwatch and
a measuring tape or any other means to pace the putts' length.

Probably you might build up a matrix with several measures from different
greens. Perhaps you may even relate the entries to Stimpmeter measurements.
With that matrix in your bag you may distinguish "fast" or "slow" or
"medium" greens by only one measurement of putting time and length.

The disadvantage to the Stimpmeter is that you need to combine two values,
time and length, in that matrix to indicate the drag. Alas, the measuring
means are simple.

The advantage of Dave's idea is that you may then measure the rolling time
of a putt on TV and get an impression of the green speed if only the
putting lenght is given during a reportage, whereas you have no chance to
take a Stimpmeter to that place from your home ;->
