He did tell me about it earlier. I just got around to posting it now.
Sorry.

Amending rule 19-2 isn't big on his priority list. Unfortunately, he
doesn't dislike the rule as much as I do. Oh well, can't win them all.
However, I'm pleased to tell you that I did play a small part in 2 of
the other 110 recent rule amendments. (Save your breath, I already know
that you don't believe me.)
