No she didn't. She said "Who makes these decisions?" It is well
known that both she and McCain were not fans of the Bush
administration. Where did you get the idea she blamed it on Obama?

What's substantial is that she just shoots from the hip from a
position of total ignorance. That's a quality you want in a
President? She's like George Bush, only even more shoot-from-the-hip
and even more stupid, if that's even possible.
Actually, I believe she was using something that was true at one
point, (until the decision was reversed) to begin a discourse about
the direction this country is moving in. Regardless, her point isn't
invalid. She just used a bad example. You know, like the anecdote
stories to support health care reform that end up not being true?
How come when it is someone like George Bush or Sarah Palin, it is
"shooting from the hip" and being stupid, and when it's a liberal
Democrat the answer seems to be "The story isn't important, it is the
point they are making"?
