Let's see, based on my ~2 years in corporate industrial America
(although I haven't always been a state student/employee, having gone
to private undergrad school and working 1.75 years for a private
university in addition to my 6 years as a grad student and 4 years
working at state universities), their idea of what makes a successful
business is to:
1) not pay vendors
2) change terms with the work force in the middle of a contract
3) declare things the customer's fault when customer complains that
product isn't working properly
4) only care about the total amount of product made & sold, not the
quality
5) make sure there is no inventory, so you have to scramble to make
things hastily when they're ordered

Yeah, but private companies who do that go out of business. Government
agencies get voted more funding to fix the problem.
