That's like the old story about how when Congress mandated higher
mileages standards, Toyota and Nissan hired a thousand engineers,
while General Motors hired a thousand lawyers.
I don't believe this story. There weren't that many lawyers and
engineers back in the dark ages when Congress last increased
the mileage standards.
