Take a federal gas tax holiday, and then lay an excise profit tax on
the oil companies.
My oh my...where to start. Well, first this will have very little
affect on gas prices because supply and demand dictate where the
prices are now, not taxes. IOW, because of this the excise tax will
just be passed on in whole or in part.
Second, if you somehow force the oil companies to keep their price at
a certain level, shortages will result and we'll have 70s era lines at
the gas station.
The idea does show some political big-braneness. Essentially she will
be shifting the burden of the gas tax from the consumer at the point
of sale to the oil company. Of course this will have no impact on the
price of gase, but what Hillary can do is say, "hey, we lowered the
price of gas, but the oil companies have increased the price. I did
my part, but the oil companies are GOUGING!"
