New user account IE bad behavior memoquery



I created a new account on my XPee machine, and IE won't start. When I bring
it up it goes directly to "Connecting..." and hangs there for eternity. I
have to use Task Manager to kill the process, nothing else responds.

I notice that on a previously existing account when I start IE it immediately
goes to some screen stating that the security is set up poorly and do I want
IE to make the changes for me to make it safe. I don't remember ever seeing
this screen before, but my McAfee AV s/w doesn't report any viruses and it's
up to date, so...?

MS's help is no help. The windows firewall is off, but turning that on
didn't have any effect either. The McAfee firewall says that IE has full
access rights, so that's no help, either.

Any ideas?
