I was in a very similar situation for many years. The amount of effort it
took to get 3.5% vs 3% was absolutely ludicrous. Then to add a little insult
to injury, the company also cretaed a policy where each department had a
hard line budget for raises, but they only budgeted 3% per employee.

Sooo, if you had a real ass kisser, he or she would get the extra $$
directly from someone else's raise in the department. In those cases,
employees who had met all their goals and generally did a great job might
only get 2.5%.
