How do you fix calling the American football equivalent of a scrum?

It's up for grabs at that point and unless you've conclusively got
posession, you don't really have anything.

It's just an aspect (and unwritten "rule") of the game, and has been
since basically forever.

You'd do it with replay... did the guy have possession and get touched
before it became a scrum? That would be the test. Have to be
comclusive, though.
