Why is Michigan NOT getting called for shots to the Wisconsin QB's head?

ESPN just showed a montage of three shots to the head that Michigan
defenders (#2 twice and #45) delivered to the Badger QB.
No flag on any of them, evidently.
I guess this is legal now?
