I agree that their should be merit pay, but on a teacher's ability to
teach. And principals *know* who has that ability. They know who
they don't want to lose. Give them the freedom to distribute merit
based on their evaluations, not on test scores.

While I agree in principle, I see two problems....
1. It would make administrators have to actually make decisions.
Making decisions would make them responsible for those decisions.

In my very limited experience of one high school/school district, this
isn't much of a problem. Our administrator have very tough evaluation
standards and I believe would welcome the ability to do this.

2. Lawsuit heaven...at least more lawyers would find work.

Why would it be any different than losing your job due to incompetency
in any other profession?
