cause someone who had a negative PPD in 2012 to suddenly have a

You would be wrong...in fact, latent infections do occur.

country, the overwhelming majority of intitial TB infections are
latent. It's the potential for reactivation(5-10% lifetime risk) that
is problematic because when someone is suffering from TB symptoms in
this country they are suffering from a reactivation(or occasionally a
re-exposure)

The patient would know this. So then a patient recognizes the moment
they contract a potentially fatal disease? Please get out of the
doctoring business...or open a free clinic, where at least your
patients will get their money's worth.
