I can go with the second part of your poast, but, AFAIK,
there wasn't any effect on "minority voting rights."

When you said "it was an improvement which better reflected
the will of the voters of the state of Texas." you hit it on the
button. The state had been republican in state offices for a while,
but was still majority democrat in their US representatives.

As for minority voting rights, the SCOTUS found that one district in
the valley had been redistricted to the point of diluting latino
voting, which was a violation of the Voting Rights Act. This district
and the ones that domino off of it will have to be redrawn before the
fall elections.
