I can go with the second part of your poast, but, AFAIK,
there wasn't any effect on "minority voting rights."

Thank goodness, we're still not limited to knowing
things that you know. I'm guessing that you got the
story from FoxNews. I watched both FoxNews and CNN
right after the announcement, and Fox was definitely
downplaying the part where the Court ruled against
part of the plan. They even made the ludicrous
statement that "only one district will need to be
modified to meet the ruling, the surrounding districts
shouldn't be affected." I kid you not.
