Although the Texas re-districting deal certainly did not follow any
"formal algorithm" it was an improvement which better reflected
the will of the voters of the state of Texas.

I don't care about "reflecting the will of the voters" - I think it should
be automated. The districts should be divided on natural boundaries (rivers,
lakes, county borders, major highways, etc.) and all be as close as possible
to perfect squares of land area containing the correct number of people.
