PayPal: slightly retarded

So I keep getting these emails purportedly from paypal telling me that
I have to go to their website and accept new terms of service or my
account will be limited. I forward every one of them to paypal's
security department and on every one of them I get a response that says
"nope, that didn't come from us, thank you for bringing this potential
phishing attack to our attention."

So today I log onto PayPal and find that my account is limited for not
accepting new terms of service. In other words, the emails that PayPal
security was assuring me were not legitimate, were in fact legitimate.

Really inspires confidence in PayPal's security operation.
