what incentive does W have to help the region...especially the people

W's numbers and popularity have sunk to the point where his only
supporters are the type of people that doesn't want the gov't to do
anything about poor people without homes in the gulf region. A lot of
the 34% or whatever of the country that still technically supports him
is secretly glad poor residents in the gulf are in their current state,
so why do anything to bust up that goodwill amongst your only support
left.
At this point this administration actually is trying to do whacked out
idiotic things simply so people in the middle and left will say "wtf is
he doing and wtf did he do that?". Then the far right can smile
because the middle and left criticized their man, so he must be doing
something right they figure.
