No. It isn't on all fours, but the point is verrry apt. Bush has said explicitlly that there was no connection (although in public speaches the two follow as 1 follows 2). Yet the military seem to feel otherwise. It shows the effectiveness of linking the two things in time. It's an advertising technique.
