The Biggest Problem with the Cheney Shooting

It is pretty clear that he should not be prosecuted. It was a hunting
mistake where the victim blamed himself. I see no problem with a short
investigation, a fine for not having the right tag, and letting it go.
What I don't understand is why Cheney didn't just come out right away
and say "Here's what happend, I feel terrible, I hope my friend gets
better." I don't understand why they are dragging out the story by
keeping details under cover.
The one thing I know about public relations is that if you come out
with bad news immediately and up-front, you are generally given a
break. Covering things up only makes them worse.
