Quite a possibility. The USB standard says a port should be able to supply
450mA of current. A lot of motherboard USB implementations do not meet the
standard. Also if multiple devices are connected through an unpowered USB
hub they share that 450mA - and there are devices out there that want the
whole 450mA for themselves.
