Ok, I know it was completely irresponsible, but my first reaction was
to send some rednecks down there with shotguns and rifles to stop the

And yeah, the National Guard would be much better at it than the
rednecks.

I understand being hungry, thirsty, and desperate. Dammit, I've
*been* there, and for longer than these folks (though not for as long
as these folks *will* go through it, granted). But this's also the
worst time to panic.

Short term, these looters are taking food and water out of a
logistical system that can't get enough in as it is.

While there is a lot of obviously immoral looting going on (TVs, beer, etc), is it really looting to take food out of a grocery store that will be underwater by sundown?

Were I in the dock, I'd consult a maritime lawyer. These places are underwater. The Law of the Sea applies: these places are abandoned ships and their cargo is up for grabs.

I wouldn't expect to win, but it actually isn't that far from what has happened. What makes the open sea the open sea? In New Orleans, with a Sudan sized hurricane overhead, that water is probably seriously saline.
