you want people that DON'T know the rules to officiate games?
hell even u-5 refs(soccer) have to go through a class.

If I was new and didn't know the rules and had to officiate a game
later in the season, I would get to learning the rules. There is also
an observer manual from the observer certification program that is
FREE and online at www.upa.org.
You have to know the rules to play right?
An observer crash course before each game would be sufficient. Hell
right now, the only active calls are IN/OUT, Force out and Time
limits. There can be ways to facilitate league games w new
observers. Eventually you would have lots of quality observers for
you leagues and tournaments.
