no, its a foul, caught disc/play on, speculate where catcher would
have landed had he not been contacted/fouled by defender call. which
is what the proceedure was prior to byrons genius call at 07
nationals.

As such, it should be called by
the observer.  In fact, it probably is a call where the
observer should have the best perspective (especially in
comparison to the involved players).

Further, I'd suggest that exposing that entire data set
wouldn't necessarily be in the best interest of the organization,
or of us.

why? i think it would, especially as many members, even newly elected
board member herself, gave the upa admin very poor scoring on both
communication AND transparancy. seems like they are in a position
that they should go out of their way to do just that!

sugesting that at least 48% of those polled though that they "would be
ok with referee experimentation in ultimate"?????
