From this photo, it seems she should be well in bounds for the catch,
already on the ground, however, she does not have possession of the
disc.

Here it seems clear she has possession. However, she is no longer
touching the ground. It is unclear how long the disc has been in her
hand, but notice that while she was reaching with her right hand in
the first photo, here she catches the disc in her left.

She has landed with two points of contact. One in, one out. There's
no way of knowing which hit first.
Either way, it was a fantastic final. Today we are Moses (O.G. Moses,
not Rifkin), halted on the edge of the Promised Land.
