should go towards it.

ok so you tell me......whats the proper formula (%-wise) for when the
upa put resources towards ANY program that its membership favors.
I'm rather amazed that I have to do this, but here goes. Membership
can favor as many proposals as they want. Not only is there no
guarantee that the numbers won't add to 100%, there's almost no CHANCE
that the numbers will add to 100%.
Imagine three separate questions, put to the UPA membership:
1) Do you want the UPA to experiment with refs?
2) Do you want the UPA to provide free shorts with numbers on them for
all teams at Natties?
3) Do you want the UPA to hire an electrician to sever the internet
connection to Ulticritic's home?
Say 48% vote for (1), 80% vote for (2), and 99% vote for (3).
Using the Ulticritic formula, we're now spending 227% of our operating
budget.
If you need to poll the membership, than poll the membership: "The UPA
is researching the impact of active referees at tournaments. The
benefit is that it will make Ulticritic happy. The cost is that we
have to pay for refs. Would you authorize a one-time expenditure of
$whatever?"
If you operate on a more republican than democratic (political theory,
not political parties) principle, you might vote for the candidate
whose judgement you trust or whose platform divides the budget as
you'd prefer.
