There would have been an observer at each end of the field, hopefully
on opposite sides of the field...so the observer that made the call was
likely there before the play was made. Observers make active line
calls, meaning in-bounds and out-of-bounds, as well as in-endzone and
out-of-endzone (but not "goal", that's still up to the player). In
this case the observer (I'm assuming) was making the out-of-endzone
call (two arms pointed to the field proper) and the DoG guy didn't
check before dropping the disc.
