I've always seen it as {0,1,2,...}, but if there is disagreement I
agree then
that nonnegative integers is probably the best phrase to use.
Since everyone might not know those terms I would suggest the rule
read "Only nonnegative integers from 0 to 99 may be used. In other
words from the set {0,1,2,...,99}.
