Here's the situation:
Throw goes up, "stall" called. If there is no contest it's a play on,
if there IS a contest, it's a stoppage: it goes back and you mustn't
sprint to the end zone. You can't be scoring on their stalled butts
because the disc is dead and you're not allowed to move around.
I do agree that you're not doing your team much good if you're holding
the disc that long, but sometimes the dump fails to get open. These
things happen.
