Yes, in general, passport-based system means SL gets as many games as
India, whereas market is bigger in India. But this is the issue with
international cricket in general, not specific to WC 2011.
The specific problem that I had with WC 2011 is Dhaka getting 2 QFs,
Colombo getting a SF, whereas Chennai and Bangalore got fewer and less
important games. The India vs. BD game was also scheduled in Dhaka, in
an effort to pamper BD, by giving them a home game even against a co-
host. My guess is, this is because BCCI bent over backwards for BD/SL
vote-bank, ICC is not responsible for this.
As I said, there are only 6 matches involving India at best. Or 9, if
we don't differentiate between minnow and non-minnow matches. So each
Indian city could have got at most 1 match. Only way to maintain
parity between the Indian cities and Colombo and Dhaka would have been
to allot 1 home match to the latter two cities and ask SL and BD to
play their remaining matches in India. That wouldn't have done any
good to Indian cities, because they would have been neutral matches to
us anyway, but at least all the cities would then have hosted same
number of home team matches. But my solution is simple - increase the
supply. Increase the number of teams in India. No wonder the Indian
cities embraced IPL with such gusto. Because, here finally was a
system that treated them with due respect, rather than making them
part of a bigger group and then treating them like second class
citizens based on the argument that, "hey, each *group* is being
treated equally".
