Before we get too far off track, let's review the relevant part of the
reporting procedure:

"3. Within 24 hours of the conclusion of the match in which the Player is
reported, the referee
shall furnish the Player's team manager and the ICC with a copy of the Match
Officials'
Report.
4. Once the Player's team manager and the ICC have been furnished with a
copy of the Match
Officials' Report and within 24 hours thereof, the referee, through the
Board of the host
country, shall make a media statement to the effect that the Player has been
reported and that
he will be subject to the ICC review process as set out herein."

Which sounds perfectly reasonable to me.

Yes it is perfectly reasonable and Barnes is getting a little too
precious.

However I do get tired of Botha and CSA (not saying you are doing this
Andrew) being tarred with the same brush as others who will remain
nameless.
Botha's action needs looking at, no argument.
But so far CSA and Botha have respected the processes, protocols laid
down by the ICC.
All he and CSA can do is try and follow these. He did not make the
rules and he has not fought them either.
Neither CSA nor Botha have made any threats or played any underhanded
games.

I suspect that his action has relapsed a little. So he will probably
get suspended, undergo remedial action and apply for retesting.

Pinging the rules is another story.

I understand the differentiation you are pointing out, and sympathise.

However whether he deserves it or not, Botha is unfortunately becoming a poster boy for the current regulations. Where a generation ago coaches would counsel bowlers to deliver with the straightest arm they could possibly achieve, Botha represents the new breed who understand that a certain amount of straightening is allowed and set out to live close to the 15 degree threshold. I don't actually know that he personally thinks that way, but it is an inevitable consequence of the rules that some bowlers will do so, and he must know he is flirting with danger bowling the doosra - employing such a delivery is a calculated act.

It is worth recalling the most recent occasion on which Harbhajan Singh's action was reported. The reporting umpires and referee stated that in the second innings of the match the action he was using to bowl the doosra had changed from the first innings, and it was only this new action which was dubious. He was tested and cleared, but the testing expert Marc Portus made a point of saying that he was clearing only the action that he was able to test in the lab and that there were differences between that action and the one that had been reported.
